They seem cruel and painful but do vets say those spikey choke collars are okay?

This poor lab wandered into our garage tonight with one of those awful choke collars with the spikes on the inside. I hate that! We removed it and threw it away before calling the owners. I know them and am shocked they would use that thing! But what do vets say. Does it hurt them as bad as it looks like it would?

it dosent hurt them, but it shouldnt be left on when your not walking him/her, it dosent hurt them enought for them to wimper( or atlest if it does its too small) it just pinches there skin a little when you pull on the leash and then it stops pinching when they stop pulling. its not recomended for smller dogs
