How do i make a costume out of this dress?

I want to make a Halloween costume out of this dress. it was only 3 dollars so i have no problem changing it or gluing things to it. have any ideas?
i was thinking maybe egyptian dress but im not sure what to do about making cheap homemade jewelry, collars, headpieces, wigs, etc. can you help me with this too?
so egyptian or any other ideas are fine :]
