SHould I get my dog a headcollar or harness?

I'm thinking of getting my dog a gentle leader headcollar or harness(the ones where the leash are attached in the front). But I dpnt know which one is better, which one is better to stop my dog from pulling and barking when on a walk? Also, my dog is a papillion, a small dog, so which one is better?

A harness... I have read bad things about gentle leaders. Google it, or maybe someone else can give you links. I don't know them myself =)
