Why does adopting a dog cost a lot?

It cost $140.00 to get a dog. I have a name picked out Jeremy. I want a boy dog. He needs to be a small dog. The apartment complex I am moving to will only allow small dogs or cats. I made a decision. I am getting a small dog. And what color works for a boy dog. I am talking about the leashes. The local pet store has blue, black leashes. I am not sure what color.
the 140.00 includes the shots and the nurtured. They might give me some supplies for him.

Adopting a dog should have a fee to include the shots that they do for the dog and also to let impulse people think again.

If the adoption is free, alot of people will want to adopt them and who knows, maybe another few years down the road, the dogs are abandon again, so imposing a fee can prevent impulsive adoption of dogs.
