why does my 6 month old dog not want to wee outside - he comes into the house to use his training mat ?

i have a 2 year old shih tzu (dog) and a 6 month old husky (dog) my husky insists on using his traing mat even tho e watches my other dog wee outside - why?
ive tried to put the mat outside n he thinks its a game n rips it up - also tried to get rid of mat n he wees on floor where it used to be - first thing in a mornin he waits for me to open door and let him out he goes then but thats it he wont go again till the morning after

Instead of letting him outside on his own, go outside with him EVERY TIME, whatever the weather and train him. When he goes put a word to it, like "toilet" or "be clean" then praise him, within a week you will have a dog that will toilet on command outside.

Dogs need to go after waking, after eating and after playing.
Lift the indoor mat, you are just teaching him he can go inside.
